On July 23, well before the Pusan Perimeter was secure, MacArthur met with representatives from the Joint Chiefs of Staff in Tokyo to deal with the question of a counteroffensive. MacArthur proposed a daring amphibious landing at Inchon, some twenty miles from Seoul and far behind the North Korean lines. The Joint Chiefs, including their chairman Omar Bradley, were at best skeptical of the idea.

What had begun as a good war was about to take a horrible turn. MacArthur was overconfident, and his forces were divided as they prepared to head for the Yalu with no real idea of what stood before them: one million Chinese Communists were preparing a massive, devastating attack. In Washington, Truman was not getting good counsel from his advisors, civilian or military, mainly because MacArthur had failed to provide the correct information from the battlefield. The war, in the last days of November 1950, would soon enter a new phase: large-scale limited warfare— America’s first Asian quagmire.

The army of the ROK made no pretense of stopping these monsters, and the first American forces were no more effective, as the tanks lumbered southward nearly unopposed.
